Fire Causes Explosion or Explosion Causes Fire?

A report in The Report (Troy, NY) describes an underground electrical explosion in a 34,500 volt power line.

This incident sounds like an arc flash in an aging electrical system.  But the news headline calls it an explosion caused by a fire.  If you were investigating this, what would you say happened?
